Do you mean your codeigniter site will allow the end user to set up a wordpress website with desired look and feel and after the setup they can update their site from their wordpress back end???

Regarding the width of the Theme you are free to have any figure as the width. I use 960 grid system so I always have 960px wide pages.

And The regular HTML pages that you are referring to are actually PAGEs and BLOG is actually Posts. I think you got mixed up with them. I suggest to go through WordPress Codec.

Yes, finding a theme that is close to what you are expecting and finding someone to customize it would be cheaper.

may be I can give it a try. I am a web developer with good html/css coding experience and has been working with WordPress for last two years. But I can’t design great themes though I can code them
