Haha, nope, that’s just Google’s standard server error, they like the monkey jokes.
Once you’ve wrote one or two tuts for them you get invited to the Trello or Basecamp group where it’s easier to submit ideas for tutorials.
As far as when they will respond I’d guess before the weekend, but I don’t know for sure.

Any insight on this invoice thing? http://instructors.tutsplus.com/guide/invoice/submit.php – I’m not even interested in getting paid – I just think it would be cool to publish an article. You suppose to charge by the hour? Pull a number out of a hat? Or is it like CodeCanyon where they price it for you?
I think it varies by site, but on my network (MacTuts+) you would probably get paid about $150 but you’d find that out after the editor looks at your pitch and gives you a quote.
If you’d like to work for free you can mention that in your article pitch I guess lol, but the invoice is not too bad, just an excel template you fill out and upload to them.
