There’s no legit reason to be penalized by Google by doing so. The only thing that you can possibly face is that your menu pages ( Shop , Blog , Portfolio , Contact ) most likely won’t be valued that much (it can cause lower PR and other SEO metrics) because your urls to those pages will be (as far as I understand) a bit longer. For example, www.wordpress1/wordpress2/blog/ instead of www.wordpress1/blog/
Plus you need to make sure that your properly handle your robots.txt file so that Google indexes what you actually want to.

I would not really recommend that sort of scrolling because it’s not user-friendly.
While selecting a theme (or creating one) make sure that it’s not one file, because it’ll be an SEO nightmare.
