Christian is right that, as an author, you could put an insane amount of time and effort developing a beautiful game only to have it sell for $20 to $30. If it was just the SWF that was being sold – maybe not a big concern. But giving away the source FLA and all assets at this price is absurd. I think this is largely the reason why ActiveDen does not have a really nice library of quality games. Serious game developers go elsewhere.
The other side of the argument on pricing is that you can buy a just-released, top tier console game (like Halo or Gears of War) for $60 – so why would anyone want to drop more than $30 on a Flash game? From that perspective, I can see why pricing limits are set relatively low.
For me the issue is not the low price, but whether it is appropriate to give away all your source files at this price. This alone has kept me away from developing for the games category.
If you are simply swapping images, you are correct that it could be done with jQuery/CSS.

Agreed – this has been fun – and it has made me realize that I probably have a lot of extra unnecessary code in most, if not all, of my files.
