You can find many jQuery plugins for sticky menu when you search it on Google.
Even I coded my first theme from scratch and now I’m using the same theme as a base for my upcoming themes. It saves the time. I prefer using the third party framework for options panel like Redux, NHP or like one.
I’m also confused to submit my next theme this month or wait till January.

It’s better to code your own theme from scratch rather than using other frameworks. Later you can use it as framework for your other themes.
