The problem is not with PayPal, because there is no chance for refund in the Paypal system if you bought a digital product. Refunds are possible for physical products only. I can’t use full name of the “Bank Account Holder’s Name” in the withdrawal form because you don’t allow dots or even commas – there is many companies which have , Ltd or , LLC extension. Please fix it.

It’s related to the membership terms because “Membership Terms and Conditions” are checked by my Tax Office when I am audited. If you are saying in the MToC that I’m a seller here and I should collect VAT (about 25% in my country) then I want to send a VAT invoice for each buyer/company who will buy my theme so they will get VAT return in own country and save 25%.
Also if I will buy something on your website from an author, let’s say from Ireland, then I want to receive VAT invoice too.
Anyway your agreement between members is not clear for Tax Offices. You should add a clear information to the “Membership Terms and Conditions” who is collecting value added tax from clients here.

No Carmen it didn’t help. Short question: Does Envato collect GST (Goods and Services Tax)? For example when an author sells a theme worth $50 then does Envato pay 10% GST (about $5 per each sale).
There should be clear information about who is paying Value-Added Tax here – Envato or authors.
