I too would recommend going with a general provider and upgrading later on if traffic grows to the point of justifying it. I’ve used nearlyfreespeech.net for personal websites and their pay for what you use model is great especially when you start out. Websites tend to take a long time to become large, so unless you are spending heavily on advertising I wouldn’t worry about spending heavily on hosting – yet.
The best language depends on the what you need to do. There is no one language that is perfect for everything. I’ve worked in a few different languages, and they’ve all got their strengths and weaknesses.

I have broken bones riding, namely a collarbone and a thumb. My coach has given me the hard word though, I’m not allowed to break any more. Coding with a broken collarbone isn’t much fun either.
