No, a PSD version (or an HTML version, for that matter) is not required for a Wordpress theme. Any PSD provided is simply a bonus, so if you start designing and finish your design in HTML (like I often do), you can just include a PSD of whatever you have and warn potential buyers that a full PSD is not included.
