Look, when the scroll bar is needed a grey background goes under the dragger, that grey backgroundy is of the scroll bar.
But here you can see how big is the dragger.
It covers almost the 95% of your button. So it’s possible to click only on the very little up-left corner…

Look, safari on mac doesn’t have any border, so those little lines that you can see on your button are part of a transparent dragger that goes over the flash movie.
Think that also the scroll bar, if needed, goes over the swf eating almost 20px of flash movie interactivity

...or, better solution.
Just leave the button there, put a bigger transparent clip over it and give the press to the transparent area… in this way you don’t have to change your layout.
of course it works fine on safari.
I think the problem is that on safari the dragger to resize the browser is semi transparent and goes over the page.
In your case it goes over the button on the bottom-right corner covering also its functionality… the sensible area is covered… so if you click on it is like you click on the browser dragger and nothing happen.
Just a little corner of the button is not covered and clicking there the bottom menu goes out… so it works.
You should have that button some pixels more on the left
