Create a document, say a 6×4 inches. Convert the background layer into a smart object and bring it into the targeted photoshop document/file (a layered file with backgrounds and all). No matter how much you scale the smart object it will always remain a 6×4 image when opened(edit contents). Open the smart object add your photo and save. Your changes will be reflected in your targeted photoshop doc/file.
I think you can, loads of them are doing it. I would say yes. Do a web mockup search and see how many authors are using it.
