Wordpress built-in image_resize function does use GD Library, CMIIW
When GD Library is disabled, you still can upload image via Wordpress Media Library, but the additional images (thumbnail, medium, etc) will not be generated…

It depends on the budget. If the budget is low, you can get any nice portfolio theme here, and then add simple shopping cart button, for example you can use e-junkie.com

For me, it is always safe to use image placeholders at your main files (PSD/Template). And you can use any images for your Live Preview (as long as you have rights to use it). It is general rule here…
