Sorry only just saw your message. W3 I in my opinion pretty useless nowadays but submission guidelines says it needs to be adhered to (and theme check) as much as is possible. Things like iframes forced errors etc are acceptable so I do not know about framework bugs and guess it comes down to what they are exactly
That email is a hard rejection – nothing to do with your file description. It means there is too much wrong for the reviewer to feed back on.
You need to post a working link for anyone to give you advice but even from the images above there are obvious issues with alignment, layout , spacing and typography.
There would be no way of knowing without buying the file, making all necessary changes and trying it.
Have you used phonegap before? While it does what it says on the Tin quite well it (like other Adobe products like muse) is a corner cutting simplified alternative to the proper thing and these always come with their issues.
Obviously it comes down to what you need to achieve but all phonegap does is essentially wrap your regular web project in a native app. This tends not to look very ‘mobile optimised’ and more like a responsive website loaded in a different way. If there are any extended functionality or that which requires native phone features e.g. The camera etc. then there are some plugins but most likely you will need to be able to scrip your own integration.
Bottom line is that on paper most HTML templates here will initially be able to be imported but weather it will work depends on so many variables to do with how it is put together etc. And even if it does import do not assume you will be good to go straight off.
If I understand you right you made a Muse file from a PSD here and have been made to remove it as you do not have permission to convert it?
You cannot make other files for sale here from items already on the marketplace in a different format without permission from the original author and any licenses/agreements that they may want

All in all is is a solid start but needs more to it and more refinement with attention to detail

You will need to get the purchase ID and register. In the download page on here click download and select the option for license certificate and purchase code and it is in there
You are installing the wrong file. In your download page select download >> ‘Installable WordPress Files Only’ and use that one
