It cant be far off – typography and not a fan of those 4 columns under the slider otherwise it looks good. Are you sure it meets all the new requirements and back end setup?
I agree free are free for a reason – the basic premium options are not expensive and make the difference!

I assume this is regarding a file you are going to sell on here? As the author you should really be looking to help people install it and showing them guidelines and documentation rather than charging them. Customising the theme/template beyond the demo layout – that is different and should be charged. There are freelancers here who charge around $25 an hour but the more experienced and substantiate ones would be between 50 -100$ an hour and upward.
Its v nice – the typography in the dividers is hard to read and should differentiate from other heading fonts etc plus the alignment of the portfolio looks a bit strange and maybe have example images in there and clients list, otherwise it deserves to pass
You have not broken any rules specifically its just a generic hard rejection message. It means you cannot re submit it without noticeable differences and modification

If you are not that confident panels is WP so probably easier but make sure it has the shortcodes and structure etc to do what you want as in some themes the “sections” are pre defined types. The author is one of the best so send him an email if in any doubt. I also know the author of pager and his code is good so you would be fine I think but of course it depends what exactly you are trying to achieve. Good luck
You need to be more specific – which file did you buy? Link?
