On topic, how about just having a fixed number of approvals per day so that each item gets minimum guarantee of life time on home page?
Cant wait for the emails like this: ‘Congrats, your item was accepted for sale! It will go public in 2019 Jan, 17, because there are 1500 accepted files in queue. Thanks, have a good day!’

Can’t really tell anything valuable looking at the screenshot. Is that an actual sticky post, or is it a widget? Anyway, personally, I’d just add some light background to it to make it differ from all other posts (if that’s actually a sticky post) and also polish up that ‘read more’ bit further (why you glued it to the actual content? :))
If I were you I’d ask a reviewer for more details on that Widgets issue (maybe try asking for a screenshot or so), since I don’t believe that this is because of Sticky Posts. Additionally, try redesigning the widgets (all of standart ones bundled with WordPress) – maybe that would help.
List of bundled JS Plugins / Scripts – be sure not to deregister ANY of those (registering external plugins like fancybox or flexslider is OK)
