Have you tried re-installing WP? Just go to Updates and upgrade WordPress, it will re-install it.Also, try checking your .htaccess file:

IMO it’s best to make it so that when a customer signs up to your forum, they can also tick a box that would sign them up to your newsletter. Otherwise I wouldn’t do it.
+1, use an email opt-in when customers register on your forum.
Never send promotional emails to customers (or anyone) who didn’t specifically agree to receive it.
In WordPress, that’s something a plugin needs to do, not a theme. Themes
are should be for visuals, plugins are for functionality.
Try searching for ‘user management’ in CodeCanyon or wordpress.org
By the way, WordPress already has different user levels (from subscriber to admin), I suppose you just need a plugin that manipulates your content based on rules you need.
Note that in Firefox it just keeeeeps on loading, you never see the actual site.
