I’d never made a horizontal site before nor researched the topic; but this only took me a couple minutes to come up with. Doubt that’ll work in IE, though, because of the CSS .
Add some jquery to that, to hide the content, and you have a decent site …
minus the margin e.g.
margin-top:-50px;
You can make the margins a minus figure or you can use absolute positioning (not for the css noob tho).
position:absolute; top:10px; left:25px; }
You can set the position of the object, and it won’t move at all. The margin method can move an object if a user has a smaller / larger screen.
I would stick with the margin method as it’s easier to understand

Found your problem
Open the eclipse.css, which is in /library/styles/custom
at the top you have
body{background: #000000 url(img/eclipse-bg.jpg) no-repeat top center;}
change it to
body{background: url(img/eclipse-bg.jpg) no-repeat top center;}
i’m sure there is an option on image sizes in the wp-settings part of the admin menu
also you can specify it, via css & php code.

Your’e not just after a forum skin though, you’re after a blog, cms etc.
Basically to build a theme into those, would be 100+ hours depending on the experience with vbulletin. Vbulletin is one of those custom programs you would know. Learning to style for vbulletin isn’t easy (i have a go with it a few years ago).
$1.800 is about right, but it depends how much you think your forum means to you. Pay cheap, pay twice springs to mind.
If you already have a psd etc, then expect to pay $300-$500 less. It depends on the individual freelancer though.
