I buy templates here at Theme Forest. There is no doubt I would want a HTML versions and a PHP template set both packaged together. Even when my goal is to use the PHP template set I would still first open up to HTML version to get a feel for the template. I know also there are many buyers that would not know what to do with a PHP template set.
