The main problem here is that its generic. There is noting unique in your theme, it has all been seen already on themes and these days reviewers are very strict about not approving items without multiple creative sections that make the theme stand out. It might be a little harsh to say as I made only a quick look, but I got a feeling I could build your theme from another TF theme, as charlie4282 also pointed out. Apart from that, work on the typography (contrast, readability, size, etc).

It basically says you can use the code as a part of your project, which can then be redistributed, but obviously you cannot just download the code and sell it “as it is”.
I feel like she’s screaming, yes. Her eyebrows are quite scary, but her mouth makes the impression of screaming.
This will hardly get approved, even after fixes. It doesn’t feel like a premium design from 2015 at the moment and I would strongly suggest you to take a step back and analyse what you are doing wrong. The one problem I could highlight is typography, but it isnt the main one.
I added some comments to the linked design at RedPen, just to give you an idea why this is not premium at the moment.
PS: How long has your design been in the review process?
You need to understand that rewiewers’ job is mainly approving appropriate work and rejecting inappropriate. While additional message would benefit rejected authors, it would also lenghten the whole process so they have to focus solely on the approval and adding some generic text which can be applied to broader public.
You can get some useful informations here on the forum, or ask other, more experienced authors of people in the business for advice.

I can hardly say much about this one… it’s simply not good enough. Looks more like a mockup than a premium PSD template. You need to greatly improve your skill in web design before submitting again.
You should not compare your theme with those two. Vineyard was a mistake from reviewer, but still, it’s a nice niche theme that some might appreciate and it had previously approved PSD with lots of sales… again, don’t compare it. Coventry is very beautiful theme, and rightfully approved.
Yours on the other hand, feels a bit empty to me. I might be wrong and the rejection reason was something else, but IMO lacks identity.
