Hey Andrea! You’re free to use any of the assets that comes with the “standard” element 3D plugin. This includes primitives, standard materials, bevels and environment maps. Your consumer will have them too so there’s no need to include them in the template package.
Things get different if you want to use Pro Shaders and such.. The final user will be required to own a copy of them too as you CAN’T include assets from those packs!

Usb3 speed is rated at 625 MB/s, so is faster than almost any ssd writing/reading speed. Changing it for a thunderbold one wouldn’t make any difference. You should go with an internal (sata6) SSD or with a PCI-E one. But even there, I don’t think performance will drastically increase from your current set-up.
As mateuszstaniszew suggested, I would go with 3 reliable internal ssd, one for the softwares, one for cache and a third one to store the projects you’re currently working on.
If speed is what concern you the most you can double the ssd number and configure them in raid 0 to double their performance.

Nor have they (Envato) or anybody else specified that anybody needs to pay past VAT period.

Since 2003, VAT is due on any and all sales of digital goods and services to retail consumers in Europe.
