There is also collabtive as an open source alternative that you can install to your server and use as is… Or you are free to modify the source to fit your needs…

I think it would be easier within flash with the use of AS3 only (that, i have no idea of), but there is another way though.

Yeah, i agree with Pdesignx. But this is also about the budget range. If it is a little sum than i guess it may be fishy but if it is a large sum its relatively more resonable.
