If you’re not sure that your template is good enough for TF, then it’s always a good practice to try submitting PSD first.

It really depends on what you want to learn. There is free 30 day course on Tuts+ for HTML and CSS and also for jQuery – so you don’t need a subscription for it, and those training courses are really excellent.. After that if you like it buy a subscription.
It’s pretty simple – just include: which fonts did you use and where to download them, also any patterns or images that are not included… Main colors you used, maybe list of files, how you arranged your PSD layouts, Photoshop version the template is compatible with and credits. That’s it
You have some basic problems here – margins, paddings, line-height on paragraphs and pore contrast on images.. It also look a bit generic, so my advice is to polish it and make it more unique. Good luck
I think it’s clean and good looking, however it doesn’t provide anything new and fresh.. Try to add more options/layouts and something that will make it stand out. It’s too generic now..
