The only sad thing about this is that governments need people like them much more then the ones who watch this with pity, including me.

But that is what most people found to be so hard. Being your own critique. If everybody could judge his/her work objectively then there would be no need for reviewers at all

Maybe just one initial review, a test to measure if the author is able to judge his own creation objectively. If passed the gates to the marketplace would open for good.

Don’t know if this kind of test is possible to make though.
