I think that’s the size of the PACKAGE (which also includes documentation, PSD files and any other files that apply) not the theme’s core .zip file. core files are <5 MB in 90% of cases.
If it’s about your latest WP theme, yep the name is kinda misguiding. Although it looks great 
The project should be a really flexible CMS made with best security practices in mind. Think of a Wordpress targeted to sports websites (the one you need could be less flexible but just to have an idea). In commercial terms, this would be at least a 50K+ project. Just my 2 cents

Well, actually you can, I guess we know how this works, you just send him a sample and 1 license wouldn’t change anything (Hope Envato staff doesn’t read this or I’m risking to become an outlaw or persona non-grata

I believe wordpress is not the right platform for matchmaking states (as well as car dealer and real estate sites). Especially when you have some essential amount of database records. It’s gonna be slow, even with caching and all the regular stuff. And once your requirements grow, you’re gonna realize it’s not much flexible either. I’d advice looking for non-WP solutions, there are lots of them around.
Totally agree with Crozer, I’d charge $5K min. for such a project. Although, you might find a cheaper deal, depends on many subjective and objective things.
Dropbox is my ultimate choice (works on cloud technology, desktop app, online backup). Extremely convenient and has a free plan which allows you to upload 2GB of data.
