Jokes aside 200$ for design/html/css is really low.
For that price range i would suggest going to Themeforest – Sites Category for Gaming and maybe you’ll find something that you like

Way too little $200 is for one or 2 hours of work… but an entire site….............. you need to add some more digits.

I’d suggest you buy a theme and then you’ll have a bit of money to possibly hire a freelancer to do some work
Or you could increase your budget a bit

Agreed. For an entire site, at least one more zero. Even at only $50 / hr, that’s only 4 hours. At $2000 though, that’s 40 hours and more likely to result in something you’d actually be able to / want to use.
