When you see a file with just 3 sales and 3 5 star ratings immediately then it sounds like the author has friends who as a favor are buying his file and immediately rate the file 5 stars. I have seem within a week for 2 files.
Although such tactics wouldn’t help much to convince buyers but I think such practices should be discouraged.
Well this is unfortunately a normal thing in todays marketing world. We all live with fake comments on amazon, ebay, facebook etc. why should it be any different on themeforest.
And while i personally wouldnt do that myself i cant exactly say im angry at someone who abuses a rating system that is in a lot of cases in the authors disadvantage to his advantage for a change.

They are discouraged! But look at it from another point of view! Maybe that file is quite awesomely packed, awesomely designed, so on, so forth!

I think also some people have large followings that in fact really like all their work and buy it as soon as it comes out.
... and if you keep asking theme buyers to rate your work, f.ex. after supporting them, you’ll get way more ratings than the average theme
