A Pay-Per-Message System for Social Site

I’m hoping that eventually someone can create a plugin/script that will allow members of a site to be able to converse with one another via a $1 per message system. It also should allow each member to create their own “donation” goal and each message adds to their bank. I also would hope that the money goes into the WEBSITE’S database until the member has reached their goal so that the webite can make the payment to their charity on the member’s behalf.
