I would suggest not creating a mental hurdle of a measure for a design standard for approval. Just make your best work, and pour out your creativity. If it’s good they’ll accept it! Otherwise have a look at what is being approved it get an idea of standards. But you can’t really put a bench mark on design standards here in words – unless you say something vague like “the design must pop!” it’s matter of opinion based on what has been approved already.
No you don’t have to create the theme with a CMS if that’s what you’re asking, you can make it purely HTML /CSS if you’d like. There are some things you have to have to get your theme approved but you probably already know those rules since you passed the author quiz!
