I think he wants to remove all the WordPress related stuff from the admin page. Anyway, it’s absolutely legal, since WordPress is GPL and it is also really easy(just hide everything related to WordPress through custom CSS).. 
Actually, it’s perfectly legal.
You obviously have no idea what GPL means.
From the GPL license within WordPress:
“You may modify your copy or copies of the Program or any portion of it, thus forming a work based on the Program, and copy and distribute such modifications or work…” etc…

Yes, you are allowed to redistribute WordPress with your own skin and without any kind of affiliation to WordPress, as long as you keep it GPL..

you do know WordPress is actually a fork of b2/caflog it took a product that was GPL made it better and released itself as GPL
