It’s called Windows theming/skinning. Like these, for example.

Are you asking how I moved it to the side of the screen? If so, you just click on it and drag it there.

You just have to right click on the taskbar and make sure ‘lock the taskbar’ is NOT checked.

If you are talking about the theme, I’m using the Elegant Glass theme. Also using the Token icon set and a modified start button. Forgot where I got the original from.
