Do you have Payoneer Mastercard?
As far as I know, Indian Government has restricted the issuance of Payoneer MasterCard to Indian residents.

So, the best option is to register with Payoneer by selecting the “Global Bank Transfer” service in which your money will be sent (in INR) to your local bank account and that money can be withdrawn using the Credit/Debit card issued by your local bank.

As mentioned above, the Reserve Bank of India does not allow non-Indian companies to issue debit cards to Indian residents.

You can still select Payoneer as your withdrawal option and choose our Global Bank Transfer Service to India. This service is fully localized, meaning we send you funds from a local bank in India, in INR.

but how I make account in payoneer without ordering payoneer card ? Whenever I try sign up option on site it lands me here https://payouts.payoneer.com/partners/lp.aspx?token=50a08eb0e6384be68e82bbfe58935e2579ABFAD2A4

You need to sign up via your Envato account. Go to your Envato withdrawal settings and select Payoneer. You will then be directed to an online application page, which includes the option to sign up for bank transfers.
