I think I asked the wrong question. I’m not actually after a framework as such but rather just a drag and drop page builder. I assumed this was included in frameworks but from looking around there are a few decent plugins I have found that could be quite user friendly.

I had a look at the Site Origin builder. That looks quite nice actually. Will look at the Aqua one now :)

In my opinion and based on my own knowledge i recommend to use Genesis Framework, Gantry and Twitter Bootstrap and Bootstrap is my favorite.
