I just wanted to know if its okay if my website lacks support for all IE versions blow 9?

Also I know this is not the best place to ask but I wanted to know how to target IE10 with conditional commands in HTML?

You cant, microsoft dropped the conditional statement detection with ie10. The only way to do something similar is via javascript or php.
