Actually you can definitely hire without seeing sample work – it happens all around the world every day between freelancers / agencies and clients. A portfolio is how you judge someone’s skill, and if you can’t make a judgement based on that, then it simply looks like you’re trying to get the design done for free.
If you want design – it needs paying for. Prices are already being driven down enough without trying to get work for free.
