You don’t have to be a paid partner to produce websites. You need to be a paid partner if you wish to get residual income from hosting or other perks. You can also partner up with some of the larger BC partners and host your sites in their “portal”. Chicago Digital, BC Gurus, Simple Flame to name a few. You can also “sign up” under any of these guys. This is on the TribeVita site: “If you’re considering becoming a Business Catalyst Partner, let us know. We can provide you with a very deep discount off of your Business Catalyst Partnership. Likewise, if you become a Business Catalyst Partner under us, we will give you a $200 gift voucher on your first TribeVita purchase.”
Currently, the only way to move templates in full as an installed manner is for support to transfer from one partner portal to another.
You cannot move a site to a free partner, they must be standard or premium.
There is a growing number of template providers for BC including:
bctemple.com tribevita.com bcgurus.com Responsive BC – though these seem to just be TF templates re-integrated. Hopefully that passes the license agreement
Until it’s possible to ‘install’ templates TF wouldn’t be able to open a category for it.
Brent from BCGurus.com here – happy to chime in to shed some light on our offering.
Our templates are not TF templates re-integrated. We build all of our templates in-house. We do produce our responsive sites using the Skeleton or Bootstrap frameworks, but those are open source.
Because BC is a hosted CMS and our templates provide functionality built on that in a plug-n-play environment, you can’t simply transfer files to someone and be done. Most of our templates include a lot of business-oriented features that we believe will help you get to production faster with client projects. These features are hard-wired into a template on BC which is why Adobe has to provide the means to transfer ownership of the property.
We transfer our templates to free, standard, and premium BC partners on a regular basis. Standard and Premium partners do receive residual benefits from Adobe in the form of commissions and Premium can re-brand their client portal.
You do not need to be a paid partner to create a BC site nor take it live.

The clarify, that list was suppose to be on individual lines:
bctemple.com, tribevita.com, bcgurus.com.
