I’ve got an iPhone 5 and it works fully witouth sim unlock. Wifi works, but 3G doesn’t (since it requires a carrier)
When the iPhone is new though you need to activate it first so I’m afraid you can only use it once it’s activated…

I use one iPhone without sim on WiFi for web testing (it has older iOS than my current iPhone)

The iPhone can connect to the Internet via wifi without needing a SIM card. I had an old iPhone around the house doing this.
For good measure I’ll pitch in my 2 cents; on both the oldest and the newest iPhone (2G and 5), this behaviour works as expected

Why do you want an iPhone without a sim? You could get an iPod Touch for cheaper, the new ones look cool.

I think it will be a good investment for the future for template/theme testing purposes 
The iPod Touch would work great for this. Same screen and browser.
