Hi Can i buy Extended Licence of any html TF and convert it to magento theme or opencart or zencart or whatever category i will make changes on theme and integrate it with backend option panelFor example i will buy any TF html template and start converting it to any ecommerce platform with my modefication of gfx and color and add alot of options and jquery just for make them approval fast by reviewers – absolutely i will follow the ecommerce platform standards

No, you need the permission from the author of that teplate in order to redistribute it

Best thing to do is to contact the html theme author and ask if your able to collaborate with him, so you create a commerce theme of his html and share profits.
Then offer him 30% of sales since you do the support, documentation and conversion. Just make sure all agreements are on paper, so you have something to fall back to in case something went wrong.

30%? Are you kidding?
At least 40, but no more than 50%, also agreements aren’t necessary on paper. It’s good practice, but not required.

30% is generous. magento conversion is a monster job.
