My question is, can i sell items on the envato marktplaces that are not made by myself but by my webdesigner?

Sounds like stealing to me. Unless you have their permission as well as you are paying them.

+1 Elilsakov, the Designer(who made the hardwork) should have the account at Envato.
I know this sounds like a “The thin red line” situation , and by asking the question “Can I ?” you already proved your respect for the Designer and her/his hardwork , but this is the way it should be in my opinion, Siemen…
