The bottom one is better than top one. But the typography needs to be more professional. The top one needs much better typography. Also the photo placement looks strange, since the car makes the woman look like a giant. 
With the style of flyer you are going for, it seems that you were trying to use the Police Car as one of a number of “exploding elements” that draw the viewer’s attention to the model. Since the Police Car is large and there aren’t many more “exploding elements” aside from the street light and the weather balloon, the look and feel you are going for (that many other flyer of this theme type share in common) doesn’t seem to match with what others have put out. I think ToivoMedia is right concerning the font styling for this. I would try to do something that resembles the style of the background photo you have here. A style that’s kind of grungy and dirty, yet maybe somehow clean at the same time?
The lower flyer is getting there… I would say do something with all of the text below the word “Latin” for this. I think the stroke around the lower text isn’t working in your favor; especially since it’s seriff font. Perhaps try a sans-seriff font for this and see what you come up with. I wouldn’t use strokes on seriff typefaces, unless it was something ingeniously designed; or if it were extremely tiny. If you wish to stick with seriff type do away with the strokes.

Both designs are visually appealing. All you need is a bit of work on text’s effect and their arrangement.

Alright thanks for your comments, so my problem isn’t the graphics, ( they are very good ) but the typo, font and lay-out. I must have one big picture for an eye candy and the others a little bit smaller. Am I right?
its more of an eye candy , its like the major attraction , a nightclub have DJ, guests , celebrities and they need to be the eye candy the major attraction and thats where you come as a template designer .
