Well, WordPress is kind of someone else’s code, it’s free and available, but I don’t see too many people that can put together a decent theme from that free code that’s already available.

And to answer Abdullah question, yes, I think it’s allowed to do that.

Yes you can. In fact there are many authors here that use tutorials from WP Tuts. Including me in some cases. It is a very good resource.
