dont want to offend you but $45 Dollar for a html to wordpress conversion is very low. You have to be aware that this is not the same like selling a template. In your case the person that codes this for you is not able to sell it multiple times. As a result the hourly rate would probably drop to 2-3 Dollar.
Even if you hire a html to wordpress conversion service you would pay a few hundret bucks and they are offering very cheap prices already.
