On my new theme, I am thinking of placing the “Comment Form” on the top of the widget-ready sidebar. Or actually create a widget for it.

What is the proper coding for this? I am thinking we need to run the loop for a second time?

And are there any blogs you know of that successfully implemented this?

I’ve had the comment form in the sidebar of my blog up until last week. Yes, your assumption is correct – just wrap it in the loop and it should be fine.
