My interpretation of on and off topic is based on how much the topic is relevant to the marketplaces. This is not, by any means, a judgement on wether I personally find the topic interesting/useful or not. I agree, every post has its value.
Marketplace relevancy simply implies any topic directly related to the marketplaces in general, such as sales, features, suggestions, achievements, troubleshooting, trends, and so on.
So if someone posts about a terrible earthquake that just happened, or a new Operating System that just launched, although it is/can be interesting and useful to many of us, it is still considered off topic, as it has no direct relevance to the marketplaces.
Hope that helps to clarify the criteria a bit.

But then on topic, needs to be more liberally moderated then. Because users cannot discuss items, authors, item issues etc.
Seemingly on topic is really just for authors to brag about how many sales they have made et al.
Thus would make more sense to have item topics and general topics. Reducing the confusion to a mere two categories.
