Take a look at the following, it allows you to overlay custom div elements etc and make them as interactive as you want whilst being able to drag your way around.

It isn’t built directly for wordpress but it is a jQuery plugin so won’t take much work to implement it

I only need the zoom and pan functions, for the tags I use WP Stickies Plugin.
