No it’s layered. Each element is on it’s separate layer and 100% editable.

Maybe…And this is just a guess.
From that quote, it would seem the reviewer didn’t even open the file and made an assumption on just the preview image…
At least that what it sounds like. But this is just a guess, best email the reviewer!
