I think using pure css3 instead of Photoshop is a big advantage on Wordpress versions. You can create an easy to use admin panel and users can change every css code easily with this panel. Editing Photoshop graphics is impossible for most of the unexperienced users…

Do a MVP of the design in photoshop before you touch code so you can get an idea of the UI/UX, else you end up with an amalgamation of a site by the time you’re finished. Don’t be too religious with the design, though. So long as you have a decent idea of how things will work.
