Actually it has just the right psychological impact, i used to check the progress all the time now days I don’t and we have an item 19 days in soft reject bouncing us up and down all the time but what can i do? :)

My theory is, that this bar is working properly. But I think there are two kinds of reviewers – those who reject and those who review.

It kinda makes sense… most items are ugly or really badly coded, so I’m sure there is someone who does quick sweeps through the upload queue and rejects those who are 200% not good enough. So firstly you get through the queue very fast, then you either jump back to the start and wait 3-5 days, or you get rejected straight away if it really sucks. So thats when first jump happenes.

It would make absolutely no sense to re-establish the process bar if it was 100% false.
