I did a test download. They’re all png files. I’ve not worked with png so I’m not sure if they’re editable or not.

I believe you can use a countries flag in any way you like so long as it is not for malevolent political means. SVG (Scalable Vector File) of most flags are freely downloadable from Wikipedia’s database.

I might be wrong but I don’t believe you’d be allowed to upload an official .svg of a national flag unless it was licenced under creative commons.
