Can’t wait to see that file…:D
I would say no, you can’t. Help file must be in the download package. But I’m not 100% sure. What I would recommend you, is to make a very basic HTML or PDF help file and include it in the file. But then upload the video tutorial somewhere else and put a link to it. I think it should work okay.

Mocarg, just include simple PDF file with some basic help, and in the PDF include a link to a unlisted youtube video which will give the in-depth-explanation about the project.
Unlisted youtube video means that only people who know the link to the video can view it (whom you send the link). An unlisted video will not appear in any of YouTube’s public spaces such as search results, and recomended videos.
As we all know, video help is not mandatory. You can just include simple PDF or HTML help file.

One TF item (as far as I remember from last birthday bundle) I customized few weeks ago, contains html help file (about 400kB) with about 20 embeded youtube unlisted videos. Btw very useful one page help with anchors as navigation. So, if rules are equal for VH, you can do the same.
But anyway I’d suggest you to flag your question for staff reply.

Hi Mocarg, the answer is no. The help file must be included inside of the ZIP and cannot link to an external source such as YouTube or Vimeo.
Try compressing your assets further if you’d like to include a video help file. Alternatively, you can include a PDF or TXT document in place of a video tutorial, since file size is the issue.
I hope this answers your question.
