yes, look for Shrink-O-Matic, an Adobe Air standalone app, works great exactly for that, allowing quality / dimension batch modification, and it saves out copies, instead of overwriting. Check it out here

Hey friends if you are looking for batch image converter then I have recommended you “ReaConverter”. I have great experience of working with ReaConverter. It does prove really very helpful for me while I have a bunch of images and I need to convert and resize all of them. With the help of ReaConverter can convert them all at once.
photoshop should be able to do that (goto file > script > image processor), or you can use adobe lightroom
I’ve been using MIR (Multiple IMage resizer) for ages http://www.multipleimageresizer.net/
The interface isn’t pretty but it’s got a great many options and is mighty fast.
I use always a batch in IrfanView. A lot of adjustments you can set in batch process & you can rename images with custom indexing etc.
