How do we report copywrite infrindgment

There is a particular theme that I have seen that is obviously a copy of another popular theme. I am not even against taking a theme and tearing it apart and redoing the css and code so to have a basic concept of a theme you like. But there was no where near enough disassembly done on this theme. I knew within a few sec. it was ripped of and from where. Is there a report theme button in place for things like this?
